What Makes Saudi Arabia Different
Saudi Arabia has the region's strictest pre-shipment conformity regime. Every regulated consignment needs a SABER shipment certificate before it sails - we obtain it at origin, so cargo does not discover the problem at the border.
Saudi Arabia is the largest procurement market in the GCC and the most demanding on pre-shipment conformity. The SABER platform requires regulated products to hold a product certificate of conformity and, separately, a shipment certificate raised against each individual consignment before it arrives. Goods that reach a Saudi port without a valid shipment certificate are not simply delayed - they can be refused entry or re-exported at the importer's cost. Compounding this, Saudi Customs enforces documentation and origin requirements strictly, and preferential treatment under GCC or other arrangements depends on origin evidence that must be correct at the point of shipment, not corrected afterwards.

What Saudi Arabia Requires Before Cargo Sails

SABER is two certificates, not one
A product certificate of conformity is issued once per product against a technical file and is typically valid for a year. A shipment certificate is raised for each individual consignment and must exist before arrival. Buyers who obtain the first and forget the second are the most common cause of held cargo.
Timing is unforgiving
The shipment certificate must be in place before the goods reach the border. Arranging it retroactively is difficult and sometimes not possible, with re-export at the importer's cost as the practical alternative.
SFDA runs a separate track
Food, medical devices, pharmaceuticals and cosmetics fall under SFDA registration rather than SABER. Establishment registration and product listing are prerequisites that take time and cannot be compressed at the point of shipment.
Origin evidence must be right first time
Certificate of origin attestation and consistency with the mill certificate matter more here than in most GCC markets, and discrepancies attract scrutiny across subsequent shipments as well as the current one.

What is SABER and do I need it?
SABER is Saudi Arabia's mandatory electronic conformity platform. If your product falls within a regulated category, you need two things: a product certificate of conformity, issued once against a technical file and typically valid for a year, and a shipment certificate raised for each individual consignment. Both must be in place before the goods reach the Saudi border. Unregulated products still require registration on the platform but through a lighter route.
What happens if goods arrive in Saudi Arabia without a shipment certificate?
They are not cleared. Depending on the product and the circumstances, the outcome ranges from an extended hold while conformity is resolved to refusal of entry and re-export at the importer's cost. Storage and demurrage run throughout. This is why we obtain conformity certification at origin, before the container is loaded, rather than treating it as a clearance-stage task.
Can I ship to Saudi Arabia overland through the UAE?
Yes, and for consolidated or time-sensitive cargo it is often the better route. Goods can be consolidated in the UAE and moved by road through the Batha crossing. The conformity requirements are identical regardless of whether the cargo arrives by sea or by road - SABER applies to the goods, not the mode.
Do medical and food products go through SABER?
No. Food, pharmaceuticals, medical devices and cosmetics fall under the Saudi Food and Drug Authority, which operates its own establishment registration and product listing requirements separate from SABER. These have their own lead times and must be completed before shipment; they cannot be resolved at the port.
